AED 682.5 Billion in Transactions: Dubai Real Estate Achieves Historic Growth in 2025

While many global property markets struggled through volatility and correction, Dubai's real estate sector charted a powerful upward trajectory in 2025. Backed by a series of striking figures, the city once again demonstrated its position as one of the world's most compelling investment destinations.

In 2025, Dubai recorded 214,912 real estate transactions, with a total transaction value soaring to AED 682.5 billion. Year-on-year, transaction volume increased by 18.86%, while total value surged by 30.7%, setting multiple all-time records across the market.

Strong demand, sustained population growth, and the continuous inflow of high-net-worth individuals (HNWIs) have become the key engines driving both price appreciation and rental growth. Supported by pro-investment policies and long-term development potential, Dubai is entering an unprecedented golden cycle for real estate growth.


1. Across-the-Board Growth: Multiple Property Segments Flourish

Dubai's real estate market in 2025 was characterized by comprehensive growth across all asset classes, with clear structural leadership.

Residential properties remained the backbone of the market, with approximately 203,000 units transacted, representing a 17.34% increase compared to 2024. Off-plan properties continued to dominate, accounting for 62.6% of total residential transactions, with 134,623 units sold at a total value of AED 293 billion.

Driven by modern design, premium amenities, smart-home integration, and strong capital appreciation potential, off-plan developments precisely matched the expectations of global buyers and investors, securing their position as the market's primary growth driver.

By property type:

  • Apartments remained the market leader, with transactions rising from 142,113 in 2024 to 170,444 in 2025, an increase of nearly 20%, reflecting strong end-user demand and stable investment appeal.

  • Villa transactions showed steady recovery, increasing from 31,224 to 32,870 units (+5.27%). Following rapid growth in previous years, the segment entered a phase of high-quality stabilization, with prime villa communities remaining highly sought-after.

  • Commercial real estate recorded explosive growth, with transaction volume jumping from 4,304 to 6,018 deals, representing nearly 40% year-on-year growth, signaling a robust rebound in business activity and renewed investor confidence in commercial assets.

2. Regional Differentiation: Where Volume Meets Value

Regional performance across Dubai revealed a clear pattern of high activity in mid-market communities and premium pricing in core locations.

In terms of transaction volume, mid-market districts emerged as key contributors. Jumeirah Village Circle (JVC) ranked first with 18,773 transactions, followed by Business Bay with 13,244 deals, driven by its mixed-use ecosystem and sustained market appeal.

From a transaction value perspective, prime locations demonstrated significant value concentration. Business Bay led with AED 38.3 billion in transaction value, followed by JVC (AED 24.5 billion), Al Yelayiss 1 (AED 23.8 billion), Dubai Investment Park Second (AED 23.2 billion), and Palm Jumeirah (AED 21.4 billion).

Notably, Palm Jumeirah once again reinforced its status as a global benchmark for luxury real estate, maintaining strong demand among ultra-high-net-worth buyers.

3. Luxury Market Breaks Records as Capital Chases Scarcity

The ultra-luxury segment delivered some of the most eye-catching performances of the year.

In the apartment market, Binghatti's Bugatti Residences set a new benchmark with a transaction of AED 550 million, pushing the fusion of luxury automotive brands and high-end real estate to unprecedented heights. Other notable transactions included Asora Bay (AED 203 million) and IMAN Residences Dubai (AED 174 million), underscoring the enduring appeal of beachfront locations and hospitality-inspired living.

The villa segment was equally impressive. A super-prime villa in Emirates Hills achieved a transaction price of AED 425 million, becoming the most expensive villa sale of 2025. Palm Jumeirah, Jumeirah Bay, and other elite residential enclaves continued to record transactions in the hundreds of millions of dirhams.

Global institutions such as Goldman Sachs and Hillhouse Capital further increased their exposure to Dubai real estate. Over the past four years, Dubai property prices have risen by approximately 70%, while transactions of USD 10 million-plus homes reached historic highs—clear evidence of global capital's appetite for Dubai’s scarce premium assets.

4. Policy Support and Population Growth Fuel Outlook for 2026

Dubai's sustained real estate momentum is far from coincidental. It is underpinned by a powerful combination of policy incentives, demographic expansion, and economic transformation.

Under the Dubai Real Estate Sector Strategy 2033, the government continues to advance digital property transactions, enable cryptocurrency payments for real estate purchases, and build a smarter, more transparent investment ecosystem. At the same time, the Golden Visa program has lowered entry thresholds and removed the AED 1 million minimum down payment requirement, significantly boosting global investor participation.

Population growth remains the fundamental driver. In 2025, Dubai's population surpassed 4 million, maintaining steady year-on-year growth. A high proportion of young expatriates continues to generate resilient end-user and rental demand. Residential rental yields remain strong at 6%–9%, ranking among the highest globally, with certain prime communities delivering even stronger performance—well above yields seen in most major global cities.
